Effective October 1st, 2022, if an in-person applicant has Emergency/Restricted Medi-Cal and no income or reported income below 138% of FPL, only three types of documents are required:

        1. Proof of identity
        2. Rights and Declaration
        3. Emergency Medi-Cal verification through a screenshot showing active eligibility

Restricted Medi-Cal verification will serve as proof of LA County residency and proof that any reported income is below 138% of FPL. Eligibility will be determined upon final evaluation. Failure to upload the required documentation will be reason for denial.

All MHLA applicants are highly encouraged to apply for Restricted Medi-Cal since it will cover emergency room and pregnancy-related services. In addition, applicants already approved for Emergency Medi-Cal will automatically transition to Full-Scope Medi-Cal when they turn age 50.

There are multiple ways to apply for Medi-Cal, including at your clinics! It can be done in person, by mail, by phone, or through the Department of Public Social Services.  Individuals also can contact the BAILA Network at www.bailanetwork.org or 1-888-624-4752 or the Community Health Outreach Initiative.
