Partnering with DHS

In the event that the Los Angeles County Department of Health Services (DHS) opens a new Request for Statement of Qualification (RFSQ) for potential contractors interested in providing primary care services under the My Health LA (MHLA) program, that solicitation/request will be posted on this site.

The following are the Qualification Requirements that all MHLA contractors would have to meet in order to be considered for a funded partnership with the County under the MHLA program.  All clinic sites must be fully equipped, staffed, and able to provide the proposed service(s) to MHLA participants as of the submission date of the Statement of Qualification (SOQ).

FULL TIME Clinic Sites

  • Verification of Medi-Cal Enrollment

Must demonstrate valid enrollment as a current, active provider in the State of California Medi-Cal Program.

  • Verification of FQHC (Must be Site Specific)

Must be designated by the Centers for Medicare and Medicaid Services (CMS) as a Federally Qualified Health Center (FQHC) or a Federally Qualified Health Center Look-Alike (FQHC Look-Alike).  An exception to this requirement is any Clinic Site that is operating in Service Planning Area (SPA) 1 (including the communities of Acton, Agua Dulce, Gorman, Lake Hughes, Lake Los Angeles, Lancaster, Littlerock, Palmdale, Quartz Hill, and others) which is not subject to the FQHC or FQHC Look-Alike requirement.  All other qualification requirements apply to Clinic Sites in SPA 1.  For a full map of the County’s SPAs, refer to: http://publichealth.lacounty.gov/chs/SPAMain/ServicePlanningAreas.htm

  • Verification of HRSA -  340B Drug Pricing Program (Must be Site Specific)

Must be registered with HRSA Office of Pharmacy Affairs (OPA) and able to access drug purchasing discounts under the 340B program. http://www.hrsa.gov/opa/eligibilityandregistration/index.html

  • Verification of HRSA -  340B Contract Pharmacy (Must be Site Specific)

Must have a 340B contract and be registered with HRSA OPA with at least one HRSA 340B Contract Pharmacy, which could include DHS Central Pharmacy and Rx E-Fill Solution.

  • NPI Verification

  • State of California License

Must have an appropriate, current license issued by California Department of Public Health, or meet the requirements to be exempt from licensure under California Health & Safety Code Section 1206(h).

  • OSHPD ID #

Must be registered with, or must be able to demonstrate proof of submission to, the Office of Statewide Health Planning and Development (OSHPD) as an appropriately licensed clinic. https://www.alirts.oshpd.ca.gov/LFIS/FacilityDetail.aspx?FacilityId=6208

  • Medi-Cal Managed Care Facility Site Review (FSR) Results

Must have completed and passed the Health Plan’s Facility Site Review (FSR) process with LA Care, Health Net, or one of its contracted plan partners.

 

SATELLITE Part-Time Clinic Sites

  • Verification of Medi-Cal Enrollment
