The Safe Harbor TRC’s mission is to promote healing, recovery, and growth for trauma survivors and their families through holistic, integrated, community-centered, and evidence-based services steeped in a social justice framework. The Safe Harbor TRC recognizes that recovery from trauma includes addressing multiple domains that include physical, mental, and emotional health, over an extended period.

Helping survivors of crime and their families heal, recover, and grow from trauma through holistic, community and culturally centered, evidence-based services within a social justice framework.

We provide confidential services free of charge to survivors of crime and/or their families based on individual needs and interests:

  • Mental Health Therapy
  • Medication Management
  • Case Management
  • Assertive Outreach
  • Assisting with Medical Services
  • Substance Use Disorder
  • Legal Aid
  • Housing Referrals
  • Employment Services
  • Food
  • Crisis Management

We do not turn away any individuals based on insurance or immigration status.

Individuals, as well as their families and loved ones, are eligible if they have experienced:

  • Crime-related physical violence
  • Sexual assault or abuse
  • Domestic violence
  • Human trafficking
  • War or other conflict crimes that led to seeking asylum in the U.S.
  • Many other circumstances may apply

Housing for Health
Housing for Health is for homeless Health Services patients with complex medical and behavioral health conditions. Visit the Housing for Health website to find out about the various programs (for clients) and trainings (for providers) offered.

Coordinated Entry System Access Centers (CES Access Centers)

CES Access Centers are call-in or drop-in places where people experiencing homelessness can gain initial access to or continue contact with housing and supportive services available through LA CES. Safety precautions are in place to help prevent the spread of COVID-19. Access Centers provide: 

  • Referrals to Interim Housing programs for persons experiencing unsheltered homelessness 
  • Referrals to emergency services (domestic violence, emergency physical/mental health-care) and other supportive services (mental health, workforce development, etc.) 
  • Referrals to, or direct provision of, basic services such as food provision, storage, and hygiene services.

Health Services provides health care to everyone regardless of immigration status. Patients can receive primary care at Health Services clinics or My Health LA community clinics. Find a clinic by clicking here.

L.A. County also offers additional resources for immigrants and their families. Free legal help,for example, is available through the Medical Legal Community Partnership or the L.A. County Office of Immigrant Affairs. See below for more information about community organizations that can help immigrants with food, housing and more.

My Health LA provides free health care for adults 26 or older who don’t qualify for public health insurance like full-scope Medi-Cal. Patients can get care at one of 200 clinics across the county

Medical Legal Community Partnership provides Health Services patients with free legal help with immigration, evictions, domestic violence, benefits and more. Call (818) 485-0575 or e-mail legalhelp@dhs.lacounty.gov.

Health Services offers free legal services to help patients with evictions, access to public benefits, special education, domestic violence, immigration and more. See below for more information about the Medical Legal Community Partnership, or call your Health Services medical clinic for a referral.

Medical Legal Community Partnership-Los Angeles is a collaboration between the department and four local non-profit legal services organizations. The program serves low-income residents in Los Angeles County, helping patients with legal problems that affect their health.

The legal team works closely with the whole care team at the clinic. They have helped eliminate patients’ debt, restored their Medi-Cal benefits and defended evictions. The lawyers also train clinic staff on topics such as immigration and public benefits.

The partner organizations are:

  • Neighborhood Legal Services of Los Angeles County,
  • Legal Aid Foundation of Los Angeles,
  • Mental Health Advocacy Services,
  • Bet Tzedek Legal Services.

Free legal services are available to all patients through the Medical Legal Community Partnership-Los Angeles. The legal team provides help over the phone or at a health clinic. The legal team helps with many types of issues, including:

  • Access to health coverage including Medi-Cal,
  • Child support or custody,
  • Evictions and poor housing conditions,
  • Immigration and legal status,
  • Income and employment,
  • Personal and family safety,
  • Public benefits such as food, SSI and cash aid, and
  • Special education.

The legal team does not help with medical malpractice, criminal cases, or personal injury lawsuits.

Legal services are free for Health Services patients and household members. You can seek help for a specific legal issue or you can get a “legal check-up”. Because each case is different, the kind of help may be different from patient to patient.

To talk to a lawyer, you can:

  • Ask your doctor, nurse, a social worker, or any other clinic staff to refer you to the medical legal partners,

Ask your health care provider, clinic worker or ask to speak to a social worker to help you find food programs. There are even some food give away programs at Los Angeles General Medical Center, Martin Luther King Jr. Outpatient Center, Harbor-UCLA Medical Center, Edward R. Roybal Comprehensive Health Center and Hubert H. Humphrey Comprehensive Health Center. If you are a patient at one of these clinics, ask a clinic worker to see if you qualify.

Food Oasis LA is a free food directory connecting people needing food to nearby food pantries and meals. Click here

DPSS has a new website for Los Angeles County residents to apply for benefits at BenefitsCal.com. You can use this website to apply for CalFresh, General Relief, CalWORKs, and Medi-Cal. CalFresh is also known as SNAP or food stamps. It provides monthly benefits on a plastic Electronic Benefits Transfer (EBT) card which you can use to buy food at grocery stores, farmers markets and other locations. Click here.
